The concept is a scaffold and he knew it

Nobody needs the fifty states project to be real, and the record quietly concedes this: the best songs abandon geography within a verse and become portraiture. The trick worth stating plainly is the arranging — banjo and choir and winds deployed with a theatre kid's shamelessness and an editor's cruelty. It is long. It earns most of it. The parts it does not earn, it at least decorates.
